At that time, Woyang had not yet established a county, and its area was under the jurisdiction of Bozhou. Relying on authentic relics such as the Nine Dragon Wells in the Spring and Autumn Period, the foundation of Laozi Temple in the Han Dynasty, and the "Ancient Meteor Garden" stone tablet, it became the core of tracing the origin of Taoist culture. Due to the tradition of forgery since the Ming Dynasty, Gouyi tried to seize the title of "Hometown of Laozi" by tampering with documents and forging historical sites. The Qing government's loose control over local culture provided space for officials to exploit disputes for personal gain and tamper with history, forming the core contradiction of "Bozhou (Woyang) preserves the truth while Gouyi forges it."
