The main reason for reporting this information to Tokuzo was to convince the British and American troops that all this was done by Tokuzo. These telegrams were all reported proactively by the fleet after completing its mission. Compared with Yamashiro's intelligence department, Tokusan's intelligence department cannot be said to be completely different. They can be regarded as brothers and sisters. Anyway, it was all done by Desan and had nothing to do with Ming Dynasty.
