Set in the first year of the Qianlong reign, the drama follows Emperor Qianlong as he takes the throne and immediately discovers that grain production and reserves are spiraling out of control. Bizarre cases are also occurring in quick succession, including "The Fire Dragon Burns the Granary," "Ghost Soldiers Borrow Grain," and "The Fields Weep." In the midst of the crisis, senior officials Liu Tongxun, Lu Zhuo, and Mi Rucheng are entrusted with urgent missions. Mi Rucheng’s son, Mi He, also enters the political arena, beginning his legendary career as an official.
