Modern engineer Yang Sen transmigrates into the body of a poor scholar with the same name in the Great Yin Dynasty. After offending the powerful, he is exiled to serve as magistrate of Beihuang Commandery, the empire’s poorest and most dangerous region. Faced with famine, bandits, oppression by local magnates, and the threat of barbarian tribes, he activates the Civilization Infrastructure System. Yang Sen uses the System to obtain techniques for growing potatoes and sweet potatoes, provides famine relief through public works, and builds irrigation projects. He begins to stabilize the people and earns his first Civilization Points. He also confronts the provocations of the powerful Zhao clan, using his wits and a simple cement formula obtained through the System to organize a militia and drive off the bandits colluding with the Zhaos. He secures his foothold in Beihuang Commandery, but in doing so, he also makes mortal enemies of the Zhao clan and the chancellor’s faction at court that stands behind them.
