Building a Special Economic Zone in Handong, Taking on Hou Liangping from the Start

Lin Chuan was parachuted into Handong to establish a state-level high-tech zone, becoming the province's unshakable helmsman.

When it comes to the economy, the semiconductor industrial park he casually set up is worth as much as three Jingzhou Cities. Li Dakang is so anxious that he comes begging at the zone's gates every day, hoping Lin Chuan will bring him along.

When it comes to talent, Lin Chuan recruited the sidelined Yi Xuexi to become an infrastructure powerhouse and assigned Qi Tongwei to lead the fight against corporate espionage, letting every capable, hands-on official shine in the zone.

By the time Sha Ruijin was parachuted in and Hou Liangping arrived in Handong with an investigation team, they were completely dumbfounded.

Seventy percent of the province's high-tech tax revenue came from Lin Chuan's zone, and all of Handong's finest were working for him!

Hou Liangping held up his credentials. “I'm here to audit the zone's accounts!”

Lin Chuan pointed to the top-secret security network behind him and the countless factories producing the nation's most advanced equipment. “Audit the books? You don't even have clearance to enter the zone's outer perimeter. Go back and tell your secretary that there's only one rule in Handong now: technology will make our country strong! Anyone who dares obstruct the zone's development will have to get out of my way!”
