In 1941, during the War of Resistance Against Japan, a Japanese special operations unit led by military officer Yagyu Miko repeatedly sneaks into the Nationalist-controlled areas behind Chinese lines, running amok and harming innocent civilians. Communist Party member Liu Cheng infiltrates the Nationalist government's Military Command Department and cleverly uses its resources to form an anti-Japanese force that can take on the invaders, engaging them in a deadly struggle. Xue Min, a Communist underground agent codenamed "White Dove" who has lost contact with the organization, takes command and continually thwarts Japanese plots. Led by Liu Cheng and Xue Min, the unit grows stronger through trials of blood and fire, ultimately fulfilling its heroic mission in the war against Japan.
