The world's land has been submerged, and survivors scrape together garbage and the wreckage of ruins to build “floating islands” where they can live. The seawater is gray-green and murky, with sunken city ruins beneath the surface.
Scarce resources: Fresh water (must be collected from rain or distilled from seawater), soil (nonrenewable and found only beneath a few floating islands), and plants (considered sacred; one weed can be traded for a week's worth of food).
