Blue Bay Storm

During a rainy night accident at a key Blue Bay project, “page three” was quietly removed from the official report.

Jin Ye, head of risk control and auditing at a state-owned enterprise, spotted the missing page and an irregular timestamp. But she was instantly branded as “fomenting internal strife” and “disrupting the business environment.” She was suspended, an investigation was launched, and a coordinated online smear campaign began.

Xu Tingzhou, a key member of a provincial task force, arrived in the city with an authorization letter to investigate. The deeper he dug, the more he realized this was no ordinary accident. It was part of a whole “narrative machine.”

Procurement for the project, supply chain financing, mixed-ownership funding, and the official line from the political and legal authorities were all tightly interlocked. Shadowy capital hid behind corporate fronts to do others’ dirty work. Powerful protectors invoked “stability” to bury the truth, pushing everyone who tried to speak out into a blind spot.

When a review of old cases began, the 2009 seawall collapse and the 2013 list of silenced witnesses lined up with the missing page from today.

Someone deleted a page, someone replaced it, and someone wanted to erase the memory of the entire city. Anyone could end up taking the fall.
