On the square outside the Jin Hai Municipal Administrative Center, dozens of black sedans were driving out one after another. A huge red silk flower was fixed to the hood of the lead car, its color glaring in the April sunshine. It was the motorcade escorting the retiring old Party secretary. They were said to be making a circuit of downtown Jin Hai before crossing the river on Chengming Bridge, which had been completed three years earlier, during the old secretary’s term.
