In the perilous world of Republican-era Shanghai, he employs unorthodox tactics such as preying on the strong, setting others up to kill for him, and extorting them to the extreme, maneuvering among the Military Statistics Bureau, the 76th Division, the Special Higher Police, the Green Gang, and other factions. As he purges corruption within the Military Statistics Bureau and strikes at Japanese collaborators, he pursues his ultimate goal of “saving the country by an indirect route.”
