Chen Chen, director of the Ghost Control Bureau in Jiangyuan City, faces missing colleagues, bloodstained crime scenes, and panic that refuses to subside every day. Then one day, a mechanical voice suddenly rings in his mind, breaking through his wall of despair:

"All of you, settle down!" Chen Chen says, a cigarette dangling from his lips as he toys with the Yin Emperor's seal he just acquired. He looks at the thousands upon thousands of ghosts trembling below. "The living world has laws, and in the Underworld, there's me, Chen Chen. Want to cause trouble? Ask my Underworld for permission first!"
From a ghost controller struggling to survive to the Yin Emperor who rules both the living and the dead, Chen Chen uses the System to carve out a pure haven in the midst of this world gripped by a supernatural resurgence.
