In 1939 Chongqing, frequent Japanese air raids conceal a city rife with undercurrents. Liu Zhensheng, a powerful brotherhood leader at Chaotianmen Wharf, is drawn into a maelstrom by a batch of mysterious military radio components. He swears to root out the Japanese spy organization lurking in the city, the “Huangjuelan.” Meanwhile, Shen Jingyi, a codebreaker for the military intelligence service, intercepts a mysterious radio transmission and tracks a spy codenamed “Fishing Rod.” The two unexpectedly meet among the ruins. Their initial encounters are tense and confrontational, but they soon risk their lives to protect each other during an air raid. Amid suspicion and vigilance, they gradually discover that they share the same goal.
Yet the truth is far more complicated than they imagined. Liu Zhensheng discovers that his brother-in-law, Zhou Hailong, has become a traitor, while Gao Tianye, head of the military intelligence station, conceals a shocking plot beneath his mild-mannered facade. Shen Jingyi, meanwhile, realizes that the “lighthouse” she trusts may actually be at the heart of the Huangjuelan organization. When suspicion for “Fishing Rod” falls on Liu Zhensheng, and family ties and country prove impossible to reconcile, the two must distinguish friend from foe through the fog. The brotherhood world’s code of loyalty intertwines with the intrigues of the military intelligence service. What exactly is the Other Shore Flower Plan? Amid Chongqing’s dense fog and artillery fire, a struggle over loyalty and betrayal has only just begun.
