Rick is a goofy police officer whose job is to uphold justice in his own hilarious way and get into one ridiculous clash after another with criminals. He has a great buddy and partner, Shane, and whenever the two are together, they always end up in a mess of mishaps.
One day on the job, they encounter a criminal gang. In the middle of a fierce shootout, one of the wounded criminals manages to shoot Rick. Poor Rick promptly passes out. Shane can only take him to the hospital while laughing uncontrollably.
When Rick wakes up, he finds the hospital deserted, with nothing but a pile of corpses in the backyard. He realizes the world has gone terribly wrong. So he gets on his bicycle and sets off to find his wife.
