For more than two thousand years, there has been a huge and irreconcilable contradiction between the highly centralized power formed by the county system and the peasant system. Faced with this contradiction, reform is an inevitable choice. Wang Anshi and Zhang Juzheng have tried it in history, but only Emperor Yongzheng succeeded. Emperor Yongzheng resolved this contradiction by forcefully implementing thirteen years of reforms. However, Qianlong, his personally chosen successor, slowly dispelled his New Deal, which profoundly foreshadowed the inevitable demise of the Qing Dynasty.
