Rule Horror: All My Tenants Are Eldritch Horrors from the Old Days

The Rule Realm is an eerie space that overlaps with the real world. Ordinary people who wander into it lose their memories of life and become entities sustained by their obsessions. Every entity must live at a rule outpost and obey its rules to the letter. Anyone who breaks them is erased by the rules themselves.

Each outpost has one and only one **landlord who sets the rules**, with the authority to create, amend, and delete rules within the outpost. But this authority is limited by consensus: if more than 70% of the residents jointly oppose a rule, it automatically becomes invalid.

The highest authority in the Rule Realm is the **Order-Keepers' Headquarters**, which is responsible for purging outposts that break the rules, capturing abnormal landlords, and maintaining order in the Rule Realm.
