City Management: One New Citizen Per Second, Terrifying the Eagle Country

On Blue Star, in the remote South Pacific, a city suddenly appeared out of nowhere.

It is prosperous beyond compare, technologically unrivaled, and militarily invincible.

Entering is free, but leaving will bankrupt you.

It built a kindergarten inside an amusement park, and children have to buy a ticket to attend. They say this boosts kids' enthusiasm for school and lets every child have a happy childhood?

It built toll booths in front of companies, and employees have to pay to go to work. They say people only cherish what they pay for, and that this improves work efficiency?

It built parking lots inside scenic areas, where drivers have to make a full lap before parking and pay only when they leave. They say this reduces exhaust pollution and carbon emissions?

It built subway stations in every residential neighborhood, but the lines only go to major shopping malls and pedestrian streets. They say this is one-stop service for everyday shopping and entertainment?

Yet its GDP is the highest in the world, and its citizens are the happiest on Earth.

They say the city is called Los Santos!
