City Management: One Person Per Second, Scaring the Eagle

On Blue Star, a city suddenly appears out of nowhere in the distant South Pacific.

It is prosperous beyond compare, unmatched in technology, and unbeatable in military might.

Entering is free, but leaving will bankrupt you.

It builds kindergartens inside amusement parks, and kids have to buy tickets to attend. Supposedly, this boosts their enthusiasm for school and lets every child enjoy a happy childhood?

It puts toll booths in front of company buildings, so you have to pay to go to work. Supposedly, people only cherish what they pay for, which improves productivity?

It builds parking lots inside tourist attractions, but you have to drive a lap before parking and pay when you leave. Supposedly, this reduces exhaust fumes and carbon emissions?

It builds subway stations in every residential community, but the lines only go to major shopping malls and pedestrian streets. Supposedly, this is a one-stop service for all your consumer needs?

Yet its GDP ranks first in the world, and its citizens are the happiest on the planet.

They say its name is... Los Santos!
