I was about to say that Lugia only lives in the sea because he wants to push the ocean currents in the Pokémon world. He doesn't have water attributes and shouldn't be the God of the Sea. He should be the God of Storm or Wind. But when I think about this being the Douluo World and a piece of grass can be the God of the Sea, I suddenly feel that it makes sense for Lugia to be the God of the Sea.
