Really lick the scavenger hard

You can go back and find out the information yourself, and you won't know that something was taken, and you don't know who took it, and you don't know where the person is. If your scavenger explained what level a person robbed something, I would understand that he has to wait until the protagonist reaches the same level to know about that person. But what level is a high-level person? Are levels three and four considered high levels? Or is level eight or nine considered a high level?
