Jiuzhou once had a ruler. A thousand years ago, a person known as the "Star Lord" took on a task for Jiuzhou. Before leaving, they divided the laws of heaven into nine parts and assigned one to each region: the Northern Wastes received the seal, the Northern Frontier a marriage alliance, Lanzhou tribute pearls, Jingzhou the registers, Zhongzhou the Shadow-Bearer, the Charm Realm the play mirror, Hanzhou the primal bones, Ningzhou the feathers, and Yuezhou the shell records. Each of the nine laws governed its own domain and checked the others, leaving Jiuzhou without a ruler and at peace for centuries.
But someone altered one of the laws of heaven.
