Kong Han'an transmigrates to a fictional world.
In this world, the Underworld Bureau has yet to be established, and ghosts roam the human realm every night.
Kong Han'an had only wanted to keep his head down and live out his life in peace, but then he accidentally picked up a vicious ghost's money for buying his life.
Evil spirits cling to him, and his life is nearly over.
"If you won't play fair, don't blame me for fighting dirty. Go ask the Great Emperor of Dongyue for the money to buy my life!"
"Huh? Wait! Great Emperor, let me explain. I didn't want to transmigrate either..."
The Great Emperor of Dongyue gazed with interest at the legends of the Underworld in Kong Han'an's mind.
He suddenly thought that establishing an Underworld Bureau in the nether realm might not be such a bad idea.
In short, this is a story about building an Underworld Bureau from scratch in another world, recruiting soldiers and horses along the way.
