Great Tang: I Take Office as the Prefect of Jingzhou, and the Emperor Begs Me to Abuse My Power?

When he woke up, Chen Xingyun had become the Prefect of the Jingzhao Prefecture. Above him were all manner of imperial relatives and powerful ministers who ran the court. Below him, the capital teemed with hooligans, thugs, and strongmen.

No one expected that Chen Xingyun wasn't skimming money or manufacturing unjust cases at all. Instead, he put every prisoner to work in the fields!

He called it a grand reform program!
