Essentials of Writing "Responsibility Matters"
The manuscript of this novel is based on the author's more than 30 years of grassroots maritime work. It uses documentary style to restore the grim picture of ferry safety in the rural mountainous reservoir area from the 1980s to the early 21st century: at that time, the ferry ships were dilapidated, leaky, and generally unseaworthy. The ferry workers were unlicensed drivers and lacked professional skills. There was an extreme lack of docks and safety infrastructure, and most of them were reluctantly replaced by natural slopes. In addition, the safety awareness of ferry participants was weak, and the ferry safety in the reservoir area was full of hidden dangers and risks.
Faced with this dilemma, grassroots maritime workers adhered to their original aspirations and worked hard for a long time. Through continuous appeals, patient publicity and guidance, and refined supervision and implementation, they successfully pushed transportation authorities and governments at all levels to attach great importance to the safety of ferry transportation in the reservoir area, and gradually increased investment in safety infrastructure construction. The "reward instead of subsidy" policy is used to promote the renovation and upgrading of standard ships, and "fuel subsidies" are used to increase ship owners' operating income and awaken safety awareness. In addition, various measures such as donating safety and life-saving equipment, installing "Beidou" monitoring systems, building rural tourist ferry terminals, advocating the spirit of "Xinyi Ferry Workers", upgrading supervision equipment and optimizing supervision mechanisms are all in place to build a solid line of defense for ferry safety in all aspects.
After years of concerted efforts from top to bottom, the safety situation of ferry transportation in the reservoir area has been fundamentally reversed and achieved remarkable results: the "worried ferry" that used to be prone to frequent accidents and made people worry has transformed into a safe channel of "taking a safe boat and crossing safely"; the ferry that once made the local party committee and government deeply feel that "if a water passenger transport accident occurs, it will be politically ruined and economically ruined"
