Poverty Alleviation in the Great Liang

Chen Ping'an, a minor clerk at the Bureau of Territorial Development, transmigrates to the Great Liang Dynasty. Faced with post-disaster reconstruction, he eagerly answers the imperial court's call to help the poor. Starting by taking in over a hundred widows with nowhere else to go, he exploits loopholes in government policies to claim subsidies, builds connections and trades resources, reforms land ownership, takes control of the docks, and creates socialist new villages.

From a "Widow Employment Training Center" to a "Full-Industry-Chain Talent Pool," from "Migrant Household Registration Services" to "Controlling Population Movement Data," from "Shared Farm Tool Stations" to "New Agricultural Tool Usage Taxes," from "Cooperative Credit Unions" to "Completing the Primitive Accumulation of Capital."

"Chen Ping'an, is this really poverty relief? You're holding the imperial court hostage and robbing the treasury!"

Chen Ping'an: "Your Majesty, this is 'compliant robbery,' 'institutionalized extortion,' and 'legitimate subsidy farming.' Whatever the law doesn't prohibit is allowed. I haven't broken the law. Territorial development is my specialty."
