It is indeed better to use the entry point of "The Battle between Earth and Moon". It turns the abstract "two rules competing for system control" into a starting point for a story with a specific subject, historical depth, and emotional tension - the earth and the moon once fought a war, and the moon lost, but the war never really ended.
