The year after the scandal came to light, in 2016, the city of Wolfsburg tasted the bitter consequences. Volkswagen, Wolfsburg's largest taxpayer, failed to pay a penny in 2015 due to heavy losses. The city has been forced to raise service fees at institutions such as public kindergartens and postpone projects such as the construction of a new fire station and repairs to the city library and local community colleges. Meanwhile, those in power at Volkswagen who were in office when the wrongdoing occurred remain firmly in their positions. The supervisory board's missteps had far more serious consequences, imposing greater costs on the vast majority of workers who had nothing to do with the scandal or the companies they worked for. In November 2016, in response to the low profit margins of Volkswagen brand cars, Volkswagen announced that it would cut 1,400 positions in Germany, accounting for approximately 4% of its total positions in Germany.
