Zhang Xiaotian was born in Changyi County, Shandong Province. He graduated from the History Department of Northeast Normal University in August 1961. He began to publish literary works in the 1960s. He served as screenwriter and deputy director of Changchun Film Studio, chairman of Jilin Provincial Writers Association, chairman of Jilin Provincial Federation of Literary and Art Circles, member of the National Committee of China Federation of Literary and Art Circles, member of the presidium of the Chinese Writers Association, vice president of the Chinese Film and Literature Society, and a first-class writer.
