Strengthening vocational education and improving the capabilities and quality of employees are of great significance to meeting the people's lifelong learning needs for learning and teaching and promoting the all-round development of people; it is also an important content and strong support for building a lifelong education system and building a learning society. China is hosting the largest vocational education program in the world. Since 2005, 80 million applied technical and technical talents have been trained. More than 150 million people of various types of training are carried out every year. More than 20 million migrant workers are trained in cities every year. 40 Million new rural laborers have become skilled urban builders after receiving vocational education, adding 12 million highly skilled talents to society, accounting for 26% of the proportion of skilled workers. Vocational education, as one of the four major education types parallel to basic education, higher education and adult education, is still the weakest link in the education system. In particular, higher vocational education is responsible for cultivating highly technical and skilled professionals and is an important path to implement high-quality universal education as a public service. However, under the new situation, how to modernize higher vocational education still faces many practical difficulties. The "National Medium and Long-term Education Reform and Development Plan (2010-2020)" clearly states, "Build an open and flexible public service platform for educational resources and promote the popularization and sharing of high-quality educational resources."
