This book discusses in detail the establishment process, organizational structure, personnel adjustments and development and evolution of various administrative departments under the Yuan Shikai government in the early Republic of China (1912-1916). If necessary, it also covers relevant content of the late Qing government and the end of the Yuan Shikai monarchy. The book studies seven administrative departments including foreign affairs, internal affairs, finance, army, navy, education, and justice. Finally, it discusses the social development in the early Republic of China reflected in the evolution of each administrative department. It believes that the previous academic understanding of Yuan Shikai's rule focused on its negative effects and ignored its positive role in the context of social transformation in the late Qing Dynasty and the early Republic of China.
