The main issue studied in this book is how the construction of strategic alignment affects the success or failure of rising countries in developing sea power. The book defines the strategic docking relationship established between countries as a "subsystem" under the international system, and defines the specific development areas represented by sea power within a country as "secondary units." It proposes the important concept of "system energy transmission power" and points out that strategic docking causes energy transfer within the "subsystem", and the "secondary units" then obtain different degrees of The degree of growth and weakening depends on four aspects: the balance of supply and demand between countries, the strategic docking model, the strategic docking country and the choice of strategic docking areas.
