In 2006, Yi Shuihan, deputy investigator of the Huaihai Provincial State Taxation Office, went to Beicheng County, a small town in northern Jiangsu, to help poverty, and served as deputy secretary of the Fanchengou Township Party Committee and first secretary of the Shuangji Village Party Branch. In order to help Shuangji Village change the face of poverty, he used various connections to win projects and attract investment. During this period, he had conceptual collisions with some people in the township and village, and fought against some unhealthy tendencies, which triggered a series of stories.
