The content of "Iron Sword Conquers Mountains and Rivers" revolves around the battle between justice and corruption in Jinan Prefecture and along the canal during the Qianlong period of the Qing Dynasty. Wang Zhilin came to Jinan to investigate the case of embezzlement of disaster relief grain, and met scholar Liu Wenxuan. The two teamed up to collect evidence of corruption between the county magistrate Liu Shichang and his brother-in-law Wang Ermazi. With the help of dock porter Lao Ma, grain bank accountant Mr. Zhao and others, they successfully brought down Liu Shichang. The case implicated a larger corruption network - Chief Envoy Galli, who set up blockades in canals to collect money, smuggled salt and iron, privately manufactured artillery, and even supported killers from the "Blood Shadow Cult" to kill dissidents. Wang Zhilin, Liu Wenxuan, Inspector Zhou Qiyuan and others took risks to collect evidence. After going through many twists and turns including interceptions on waterways and night exploration, they finally joined forces with upright officials to report Garli's crimes to the court and he was arrested. After the incident, everyone restored the ancestral hall and set up a "Zhao Xue" plaque to commemorate the deceased. The canal flood control united the people's hearts and set up a "He'an" monument to commemorate their contribution. It shows that in the dark reality, knights, scholars, common people and other groups adhere to the belief of justice and protect their homeland, as well as the hope that although justice is late, justice will come and life will be better.
