In this regard, we can simply understand it as "a legal person who provides consulting services for military work." There are many legal issues in the military, especially international law issues, which are both professional and difficult, and often affect the success or failure of military operations. As our country's diversified military missions continue to increase and become increasingly internationalized, it is urgent to establish a team of military legal advisors capable of fulfilling missions. But at this stage of historical development, this team is both fresh and full of mystery. How should it be built? Where to build? To what standards is it built? What values ​​do you uphold or work principles do you adhere to? How can we maximize the effective integration of existing resources and maximize their effectiveness? This is the first problem we need to solve. Everything must be centered on improving the combat effectiveness of the troops. This also applies to the construction of the military legal advisory system. In order to straighten out the relationship and maximize the overall combat effectiveness of the army, the author investigated the existing theories and practices related to military legal advisors at home and abroad, and especially made a more detailed analysis and study of the US Navy's military legal advisor system.
