Entering the 21st century, my country's economy has entered the "fast lane" of rapid development, and a development strategy has been proposed to reallocate, adjust and utilize land resources, labor resources and other production factors. Due to the extremely uneven level of economic development in our country, the economic development rate of the eastern coastal provinces and regions is much faster than that of the western provinces and regions. They can not only transform the land resources and labor resources of the eastern provinces and apply them in advanced manufacturing and high-tech industries, thereby improving the application efficiency of land resources and labor resources in the eastern provinces, but also attract a large number of high-quality labor from the western provinces to the eastern provinces with their outstanding labor resource application benefits, occupying more abundant high-quality labor resources. This unbalanced economic development model has weakened the labor resource advantages of western provinces and regions, reduced the efficiency of land resource utilization in western provinces, and caused the economic development factors of western provinces and regions to fall into a passive state of extremely unbalanced resource allocation.
