Three basic principles of ability: 1. If a person with abilities commits a crime using his or her abilities, unless the government of the country where the crime is committed or the government of the country where the person with abilities belongs and the corresponding international organization can kill the person on the spot, any other person with abilities has the right to arrest the person with abilities and hand him over to the government where the crime is located for a closed trial. 2. \TA person with abilities is not allowed to use abilities in front of ordinary people unless the life of himself or others is involved.
