In the thirteenth year of the Republic of China, the current situation was turbulent and showed no intention of settling down. Most of the power of officials is in the hands of foreigners. Foreigners dominate the concessions. Officials are submissive and dare to stand up for the people at the bottom. Very few dare to confront the power of foreigners head-on. The gunshots in the alley were denser than firecrackers, the lights of the tavern hid the light of swords, and even the waves of the Huangpu River were filled with indescribable violence.
