The festival is held on the 23rd of the third month of the lunar calendar and in any year. The Huanghui plays an important role in the development of Tianjin's history and culture, reflecting the rich regional cultural character of Tianjin. There is a local saying that "the Tianhou Palace came first, and then the Tianjin Wei". The Huanghui is also known as the "Chinese Carnival".
