It was written by Hou Ji Huang, Liu Yong and others, edited by Ji Yun and others, and was completed in the 52nd year of Qianlong (1787). It was collected by later generations as "Shitong Financial and Economic Documents", with 300 volumes in total. The format is the same as "Tongkao of Xuwenwen". It contains regulations and systems from the early Qing Dynasty to the fiftieth year of Qianlong.
