This "once-in-a-hundred-year" heavy rain really came at the wrong time. Liu Chengyin was working hard to develop special aquaculture in Heigaodang, but God sent a rain. Newspapers, TV, and radio first said it was a "once-in-a-century event," but later changed their tone and said it was "a once-in-a-century event." On July 2, 1989, the sky tilted toward the southeast and it rained heavily. Chu County suddenly became a "Zhe Country". Large areas of sunken fields appeared on both sides of the Yangshan Highway, large areas of sunken fields appeared on both sides of the Chudong Highway, and large areas of sunken fields appeared on both sides of the Beiyan Highway... On July 5, heavy rains, heavy rainstorms, and extremely heavy rains continued to escalate. By 23:00, the water level in Chu County exceeded the highest record in history. Chucheng was completely surrounded by water and flooded.
