Liu Mingming was born in Yuanshi County, Hebei Province in 1957. He suffered from lower limb disability due to polio when he was young. After graduating from high school, he was assigned to work as a lathe in a factory. After the college entrance examination was resumed, he was admitted to the Law Department of Renmin University of China and obtained a bachelor's degree. In 1985, he was transferred to the China Rehabilitation Research Center and later to the China Disabled Persons' Federation to engage in research and legislation on laws for persons with disabilities. He has been working as a full-time lawyer since 1994. He once served as senior partner and director of a law firm. He loves literature, poetry, history and philosophy, and takes reading as the greatest pleasure in life. He has published many papers and political articles in newspapers and periodicals such as People's Daily, People's Forum, Workers' Daily, China Civil Affairs News, and China Disabled People. He has been passionate about vocal music since he was a child and once performed solo performances for party and state leaders in the Chinese Theater. At the opening ceremony of the 6th Far East and South Pacific Games for People with Disabilities, he sang "Ode to the Yellow River" as a male soloist for an audience of 80,000 people. Won the first prize at the 3rd National Disabled Persons Art Performance. "People's Daily", "Legal Daily" and "Chinese Talents" and "China Disabled Persons" magazines have conducted exclusive interviews and reports on his deeds of being physically disabled and strong in determination and self-improvement.
