During the Merovingian Dynasty, as the Frank monarchs relied more and more on the orthodox Christian church, the convening of academic councils with a "collegial spirit" gradually rose from church tradition to state behavior. The canonical rules and decrees formulated by the Frankish religious and secular elites in response to many practical issues during the meeting greatly changed the power structure, royal power theory, ethnic consciousness, internal and external order, and social atmosphere of the Frankish community to a great extent, and then created an "early Frankish state" with ecclesiastical characteristics in the post-Roman Mediterranean world.
