From the Warring States Period to the Qing Dynasty, a large number of local legislations were produced in Chinese history. "Provincial regulations" are local legislation formulated by provincial governments in the Qing Dynasty to regulate specific matters in the province. After a brief introduction to the existence of provincial regulations in each province, this book provides a comprehensive explanation of provincial local legislation in the Qing Dynasty from the aspects of the meaning, nature, production, publication, compilation, application effect and relationship with central legislation of provincial regulations. Through a microscopic analysis of the representative provincial regulations "Regulations for the Administration of Zhejiang" and the legal issues of "taking stolen goods for redemption", we can find that the local legislation in the Qing Dynasty was not a simple copy of the central legislation, but the product of each province within a certain range and adapting to local conditions according to provincial conditions.
