Hu Qinchu was born in Jingzhou, Hubei Province in 1932. Graduated from Hubei Branch of Central South Military and Political University in 1950. He successively served in the Security Section of the Political Department of the Yunyang Military Region, the Staff Section of the Xiangyang Military Region, the Equipment Planning Division and the Military Affairs Division of the Wuhan Military Region Headquarters. In 1958, the officers of the Sixth Infantry Reserve Division were collectively transferred to Hulin No. 858 Farm of Mudanjiang Agricultural Reclamation Bureau in Heilongjiang Province. He successively served as officer company squad leader, platoon leader, statistician, branch and general field assistant, brigade party branch secretary, deputy secretary of the Supervisory Committee of Hulin County Committee of the Communist Party of China, secretary of the county discipline inspection committee, deputy director and deputy secretary of the party group of the county People's Congress Standing Committee, and representative of the Seventh People's Congress of Heilongjiang Province. A task force was convened to study the current situation of the Two Strike Movement in cities and towns, and three groups were organized to visit 137 grassroots units to inspect and understand the specific situation of the development of the movement. I went to the Finance and Trade Office, the Commercial Section, the County Supply and Marketing Cooperative and other units to get a general understanding. Two dozen work teams or liaison officers from various rural communes will focus on reporting and learning today.
