After the founding of the People's Republic of China, especially since the 1980s, as human activities have increasingly interfered with the natural ecology, wetlands in the water conservation areas upstream of Beijing have shrunk and wells and springs have dried up. In addition, urban water use in Beijing has increased day by day, and groundwater burial depths have continued to deepen. Serious water shortages have been affecting Beijing's urban development and the improvement of residents' quality of life, and have attracted widespread attention. Based on this background, this book conducts investigation and research and believes that when the South-to-North Water Diversion Project realizes the supply of one billion cubic meters each to Beijing and Tianjin, it is still necessary to consider the overall situation, break the reality of artificial division of complete river basins by administrative divisions, establish a river basin ecological compensation system, realize ecological environment management in the upstream water supply area and integrated dispatch of upstream and downstream water resources, so as to ensure the security of water supply and sustainable utilization of water resources in Beijing and Tianjin.
