Wu Dianjing, courtesy name Gelu, was born in 1931 in Qionghai, Hainan, and is a senior geological engineer. He once worked in the Hydropower Heilongjiang Survey Corps, the Northeast Survey and Design Institute of the Ministry of Water Resources, the Survey and Design Institute of the Jilin Provincial Department of Water Resources, the Xinfengjiang Hydropower Station in Guangdong Province, and the Niululing Hydropower Project Headquarters in Hainan.
