Changlu private salt has a long history and various types. In order to curb illegal salt production, the Beiyang government used legal, administrative, force and other means. Among them, the measure that has invested the most financial resources is to expand the number of Changlu anti-smuggling measures and mistakenly transfer them to anti-smuggling measures. This book first explores the reasons for the establishment of the Changlu Anti-Private Company, and then explains its organizational changes, personnel management system, and development of the leadership and command system.
