When the two major powers on earth faced each other in the Cold War, the human world was lonely and cold. Elisa, a mute woman, works as a cleaning lady in a top-secret government laboratory. Her isolated life makes her feel lonely. One day, a mysterious tank filled with water arrived in the laboratory, and Elisa discovered that there was a half-human, half-fish water monster in the tank. The team of scientists wanted to extract substances from this monster that could make biological weapons, but in Elisa's eyes, it was just a lonely life form like herself. Because of an accident, Elisa and the water monster met and fell in love. She wanted to rescue the water monster, but she didn't know that it would have disastrous consequences for both of them.
