This book discusses Germany's war methods and economic policies during World War I, and elaborates on two concepts: economic war and war economy. Economic war is a war against the economy. One party to the war uses a series of military and political means in order to achieve the strategic goal of weakening and destroying the enemy's economic power, and ultimately making the war situation beneficial to its own side. War economy is the economy in response to war. In order to break the economic blockade imposed by the enemy or alleviate the economic difficulties caused by the war, one party to the war adopts a series of extraordinary measures and implements some special wartime policies to support the entire war.
