In the second year of Hongzhi, the plague raged in Suzhou. Female doctor Ning Fushuang witnessed the salt lord Guo Sheng colluding with the county magistrate Huang Xingde to seize the family property through a loophole in the "Ming Dynasty Law", causing the tragic death of her parents. The pirate leader Lin Qiniang gave him the three commandments of "hide his appearance, refine his weapons, and kill his heart" to ignite his desire for revenge. She tears apart the light and dark sides in her three identities:
Benevolent Doctor: He studied under the female doctor Tan Yunxian, treated the powerful with golden needles, and penetrated the inner walls of salt merchants; Law Hunter: commanded the orphan Lu Ranxi to go undercover in the salt lord's accounting room, and exposed the trafficking chain of girls in the almshouses (the buyer's number was engraved on the ribs as irrefutable evidence); Eye of Sea Power: Joined forces to fight against the Japanese handsome girl Qi Xuanzhu, burned private salt ships to create the "Canal Massacre", which shocked the government and the public.
From instigating labor riots to force the palace to amend the law, to presenting letters in blood on fish scales that were exposed to heat in the court; from making the "Umbrella of All Peoples" made of a girl's finger bones to punish the salt owl, to having a disembowelment in the street to obtain evidence of guilt and causing the scholars to kneel in the palace gate - Ning Fushuang turned the legislative process of the "Interrogation Regulations" into a torture instrument of revenge, and finally comforted the wronged souls with "procedural justice" that killed the salt owl and imprisoned corrupt officials forever.
When Lu Ranxi's execution ground screamed "Those who betray people will be killed!" And his last breath became a symbol of justice, when Qi Xuanzhu's warship hoisted the flag with the word "Law" and bombarded the Japanese nest, Ning Fushuang turned around in front of the flames of the draft of the "Almshouse Conservation Order", grabbed the unburned pages, and chose to spend the rest of his life promoting good governance. In the final chapter, "Collected Notes on Lu Hai" hangs on the beam of Yangzhou Medical Hospital. The title page inscription is as cold as frost: Burn my broken body to mend the cracks in the sky, and leave the law to illuminate the world like frost.
