This is a future society ruled by the "Law of Silence". More than ten years ago, a mysterious supernatural plague swept across the world. Some humans awakened their supernatural powers, but it also spawned an extremist organization - the "Court of Silence". They believed that "noise is the original sin" and used their supernatural powers to hunt down all "noisy ones".
The legal system has been controlled by the Court of Silence, and the public can only communicate below the prescribed decibel level. There are no loudspeakers, no music, and no cries in the city. All "exposed human emotions" are regarded as danger signals.
